More about Nuevo Amanecer

In 1992 FHDC started the development of our first housing project, Nuevo Amanecer (Phase I), amid fierce opposition from some community leaders who preferred to see farmworkers segregated in remote labor camps. In the eyes of many citizens of Woodburn, Nuevo Amanecer was to become "Woodburn's next ghetto."

Governor Barbara Roberts was instrumental in making this project happen and has continued to support FHDC's efforts. We opened the doors of Nuevo Amanecer to 50 families in 1994. Nuevo Amanecer also became the first farmworker, Low-income Housing Tax Credit (LIHTC) project in the nation.  As the need for farmworker housing continued to grow in the Woodburn area, FHDC built Nuevo Amanecer Phase II (1999), adding 40 more apartments.

Nuevo Amanecer provides a home to almost 100 families. In a recent market study, Johnson-Gardner concluded, "Nuevo Amanecer is one of the most desirable places to live for farmworker households due to its central location and combined package of services." Nuevo Amanecer was also featured as a "solution" to poor farmworker housing conditions and as a model of community development on Oregon Public Broadcast's "The Oregon Story" series.

Over 200 families are currently on the waiting list for Nuevo Amanecer. Nuevo Amanecer is also currently undergoing a rehabilitation to address serious "wear and tear" concerns. FHDC has also begun pre-development activities to add 40 more apartments to the Nuevo Amanecer community. This Phase of Nuevo Amanecer is expected to be completed in 2011 and will house 40 more farmworker families.
