    FHDC began construction of the first farmworker housing in Salem in 2003. This new community, Colonia Libertad, opened in June, 2005 and was fully occupied within a month. Colonia Libertad provides housing to 48 families.

    The shrubs and lawns at Colonia Libertad are meticulously manicured, the playgrounds covered with fresh bark mulch, and the basketball court well swept. The cheerful golden siding on the apartment buildings and the multicolored concrete near the playgrounds conjure thoughts of sunny days, even in the persistent Oregon rain..
